New York City Council Passes Pay Data Reporting Law For Private Employers

On October 9, 2025, the New York City Council passed Int. 982A/Int. 984A, which mandates that private employers with more than 200 employees working in the City report pay data for its employees. Employers will be required to submit anonymized pay data for employees broken down by occupation title, race, ethnicity, sex, and any other categories designated by the collecting agency.

All data collected by the city agency will be utilized to conduct a pay equity analysis to assess whether there are any pay disparities in specific industries, and trends in occupational segregation. The city agency will also provide recommendations to address any such disparities. All data and recommendations will be publicly released.

These bills have not yet been signed into law by Mayor Eric Adams, however, both passed with a veto-proof majority, making it likely that they will go into effect.  These passed bills follow the passage of the New York City Salary Transparency law which mandates that employers post a good faith salary range in online job postings.
